Goals: Luffy wants to become the King of the Pirates. In-universe, this means essentially ruling over the seas with a level of martial power and wealth basically unrivalled by anything but the World Government. To Luffy however, it just means being the coolest and the strongest, having a sick ass crew of friends and being freest man on the ocean. He's way more interested in the adventure of finding the last Pirate King's treasure and getting the bragging rights that go with the title than he is in the practical things that would be required of him after earning it. Oops!
In the short term, Luffy's goals are always: find something to eat, make friends, and have an adventure. He's a simple guy with simple needs!
Morals: Truthfully, Luffy hasn't really thought about his moral stance on much of anything, he makes his way through life basically on vibes alone. If he has a coherent ideology on deck about any particular thing, you can bet it's because he's parroting it from someone else that he likes or trusts or looks up to enough to want to emulate them. Luckily, the thing that makes him actually willing to listen to people is almost always stuff like kindness, compassion and conviction, and not necessarily things like strength or cunning—which is not really a common thing in the One Piece universe, as it is often a violent and unforgiving place.
Luffy himself hasn't ever killed anyone before and he fights in generally non-lethal ways, but he wouldn't be that torn up about it if he eventually did end someone's life. He isn't bothered at all about recruiting a man with a long history of killing and collecting bounties, and the only violence he really seems to find inherently objectionable is the kind that is done against people who can't defend themselves and who aren't doing anything to hurt others.
He's never met a law he wouldn't gleefully break, he's reflexively anti-authoritarian and nearly allergic to following rules or orders of any sort from anyone, and he's literally a pirate... but also he consistently drops everything to try and help anyone he meets (especially if they feed him), and he never expects anything in return for it. Luffy values freedom over almost all else, and consistently the most likely targets of his (not inconsiderable) capacity for violence are anyone who is curtailing the freedom of others in one way or another. Luffy believes with his whole heart that everyone should be able to follow their dreams, eat whenever they're hungry, and be happy—and if he has to overthrow a local government or whatever in pursuit of that, then so be it.
That said, despite generally being a good guy doing good things, he's not a goody two shoes by any stretch of the imagination. He's greedy and quick to indulge in any whim that strikes his fancy, regardless of how socially acceptable (or, frequently, dangerous) it may or may not be. He's also prone to leaning on violence to solve problems, happy to throw a punch first and ask questions later, and he will always always always choose his own friends over the needs of the many, selfish as that may be.
Struggles: Luffy is not accustomed to facing the consequences of his actions. He did not grow up with any kind of authority figure consistently (or even frequently) in his life, so he just does whatever he wants at all times and then gets totally blindsided when the people around him are not happy about it. When a character spends the second half of the show angry at him for something he did (or rather, didn't) do, he spends most of that time pretending it isn't happening and that everything is fine because he has no idea how to deal with it. Even when she tries to talk to him about it directly he basically shuts down emotionally until she leaves. (And then he sorta spirals because she left.)
Additionally, Luffy is terribly afraid of loneliness. This leads to him latching on super hard to anyone and everyone that he likes—even if they very much do not want a Luffy-shaped barnacle in their life—and then being fully willing to weather just an absurd level of hostility or stand between them and considerable danger if it means he can stay in their orbit. This is, as one might imagine, a pretty unhealthy way to approach personal relationships.
Luffy is deeply reckless, just, as a person. He's got a delusional level of confidence in his ability to bounce back from literally anything, and no fear of his own death even though he's had what one might call an absurd number of close calls just in recent history. That mostly works out for him alright when he's the main character, but it's definitely going to blow up in his face in a place like Newcomb.
Position: Student
Explanation: Luffy doesn't have enough experience in anything to teach it, and he'll definitely need to lean on other characters just to get through anything vaguely scholastic. Once he figures out you can study cool things like Entomology he'll warm up to participating, and he'll definitely enjoy at least sitting in on any fight courses on offer, but for everything else it will purely be for the sake of the illusion because he could not care less about academia.
